The wing will add Downforce. It does this by creating a high pressure above the wing and a low pressure below it. To create such pressures, the relative wind needs to be interfered with or disturbed, which will slow you down. Plus the added weight. So in a straight line, a spoiler slows you down.
However, keeping your ass planted firmly as you carve through some wicked turns speeds you up far more.
