Headlights wont adjust vertically

Hey i just got my 2004 350z 3 days ago and didn't know it had a problem with the lights being pointed at the ground. its an issue i ran into before in my older car so i figured i could fix it easily in this one. but when i found where the adjustment screw thing was and tried turning it a couple degrees and the beams did not move at all.

If anyone knows what this could be or how to fix it please let me know, thanks

Welcome, but if the headlight adjustment screw isn't working, you may have a damaged unit. Did you have the car inspected by a neutral tech before you purchased? If both headlights are pointed down, it sounds like it may have been in an accident that slightly shunted the front end. Unless, you have a lot of mechanical experience, a bodyshop might be the best option to get an estimate from.
