Im looking at purchasing some parts from a shop in California, i need to know what is involved in terms of DUTY and so forth. My parts bill is $4,500 USD and my freight quote is $400 USD. So what other charges can i expect when the goods land?

There is a free trade agreement between the USA & AUS & therefore no duty is applicable to parts made in the USA.
While I dont know what you have ordered, I'm gueesing that there would be some parts manufactered in Japan & these carry a 15% Duty.
If you can get your shipper to remove any Made in -------- packageing from the products you have ordered there is a good chance no duty will be payable apon inspection.
All parts are subject to 10% GST but are useually not charged on small low cost shipments to non buisiness class customers.
